Governor Alex Otti Launches Abia State DUCT Infrastructure Project to Drive Internet Connectivity and Digital Growth
Governor Alex Otti launches the WIOCC Abia State DUCT Infrastructure Project to expand broadband internet, create 200,000 jobs, and position Abia as a leading digital economy hub in Nigeria.
Abia State Governor, Dr. Alex Otti, has performed the groundbreaking ceremony of the West Indian Ocean Cable Company (WIOCC) Abia State DUCT Infrastructure Project at the Aba South Local Government Headquarters.
The project, executed by WIOCC, is designed to transform Abia’s digital and internet connectivity system. It will establish a state-wide underground DUCT network to support broadband expansion, enhance digital services, and promote technology-driven growth across sectors.
Speaking at the event, Governor Otti said the initiative underscores his administration’s dedication to developing the state’s technology infrastructure. In his address titled “Taking Tomorrow,” he explained that the project will run an interconnected DUCT system to provide reliable internet access that benefits homes, schools, offices, and institutions.
He stated that his administration is building a modern service delivery structure that will reduce paper use and enable smooth digital communication between students, teachers, healthcare workers, government institutions, and citizens.
Governor Otti noted that the DUCT Infrastructure Project will serve as the foundation for Abia’s digital economy, driving innovation, enterprise development, and collaboration across the state. He emphasized that technology remains a strong driver of economic growth, education, healthcare, security, and civil service productivity.
He further revealed that the project will create over 200,000 direct and indirect jobs while providing new entrepreneurial opportunities. “While the project will begin with urban centers, my assurance is that no community will be left behind,” he said. “Within 12 to 18 months, we expect to see a significant rise in the number of homes, schools, and businesses connected to the broadband superhighway.”
Governor Otti added that the success of the project will attract global tech investors to Abia, boosting economic growth and innovation across the region.
In his remarks, the Commissioner for Science, Technology and Innovation, Engr. David Kalu, described the event as a continuation of Abia’s transformation through innovation and visionary leadership. He said that under Governor Otti, Abia is witnessing a new era of progress and governance renewal.
The Managing Director of WIOCC, Dr. Ayotunde Coker, expressed appreciation to the Governor for the opportunity to partner with Abia State. He stated that WIOCC has built digital infrastructure across Africa for 18 years and that the project will help bridge technological gaps in the state.
Dr. Coker described the initiative as a bold step toward economic expansion, job creation, and inclusive digital access for all Abians.
Goodwill messages came from the General Overseer of Omega Power Ministry (OPM) and Royal Father, Eze Apostle Chibuzor Chinyere, and the representative of Nokia-Siemens, Mr. Mike Okpechimeh. Both commended Governor Otti for his vision, describing him as a leader sent to rebuild Abia through purposeful development.
The event drew top government officials, members of the State House of Assembly, commissioners, traditional rulers, and representatives of the Aba business community.
