Abia State Governor, Dr. Alex Otti, OFR, has formally signed into use the Abia Mini-Grid Regulation Framework, a landmark policy aimed at opening the state’s electricity sector to private sector-driven investments and expanding access to reliable power in unserved and underserved communities across Abia.

The signing ceremony, which took place at the Banquet Hall of the Government House, Umuahia, marked the culmination of several months of planning, stakeholder engagements, and expert reviews involving policy makers, investors, and energy consumers.

Governor Otti described the event as the dawn of a new era for Abia’s energy sector, stressing that the framework would not only address power deficits but also serve as a catalyst for industrialisation and economic growth.

“We have gathered this afternoon to collectively adopt a new framework that would not only expand our options in the push for reliable electricity for everyone, but would ultimately serve as a catalyst for the industrialisation of Abia and economic fulfilment for millions of individuals,” Otti said.

The Governor explained that the regulatory framework provides clear guidelines on technical and commercial processes for investors and consumers, defines stakeholder rights and obligations, and creates pathways for the speedy resolution of disputes. He assured international partners that the initiative aligns with global goals for renewable energy expansion and carbon-neutral development.

While appreciating the International Solar Alliance (ISA) for its support, Governor Otti reaffirmed his administration’s commitment to creating an enabling environment for renewable energy investment, noting that Abia is ready to attract higher volumes of green energy funding from across the globe.

In his remarks, the Commissioner for Power and Public Utilities, Engr. Ikechukwu Monday, hailed the regulation as a historic policy document that establishes a solid foundation for mini-grid development in Abia. He noted that Abia is now among the first subnational governments in Nigeria to establish a clear legal and institutional framework for energy access, sending a strong signal to investors, developers, and citizens that the state is open to energy innovation.

Also speaking, the ISA representative, Ms. Onyi Iyizoba, described the launch of the mini-grid framework as a milestone not just for Abia State but also for Nigeria’s broader energy transition agenda. She expressed optimism that the regulation would unlock new investments, accelerate rural electrification, and improve the quality of life and business opportunities for countless residents.

Mr. Joanis Holzigel, in his presentation, emphasized that Abia is the first state to adopt such a regulatory framework in Nigeria. He highlighted key provisions including registration and permitting procedures, tariff setting and review processes, community engagement requirements, and incentives for rural industrialisation.

The event was attended by the Deputy Governor, Engr. Ikechukwu Emetu, Chief of Staff Pastor Caleb Ajagba, Ph.D., Commissioner for Information Prince Okey Kanu, SA on Energy Engr. Kachi Etolue, and other senior government officials.

With this development, Abia State positions itself as a leader in decentralized energy policy and rural electrification, signaling a strong commitment to innovation, private investment, and sustainable growth.
