Governor Alex Otti Marks 2nd Year in Office with Joint EXCO Session, Signs 18 Executive Bills into Law

As part of activities marking his second anniversary in office, Abia State Governor, Dr. Alex Otti, held an enlarged Executive Council session on Monday, May 27, 2025, during which he signed 18 new Executive Bills into law. This joint session, which brought together members of the State Executive Council and the leadership of the Abia State House of Assembly, signaled a strong synergy between the executive and legislative arms of government in the state.
With the signing of these new laws, Governor Otti has now assented to a total of 30 Executive Bills since assuming office in 2023 — a remarkable legislative achievement within two years.
During the signing ceremony, Governor Otti emphasized that the newly signed bills are geared towards reinforcing his administration’s vision of performance-based governance, transparency, and sustainable development.
“These laws encapsulate thoughtful legislative provisions that reflect our commitment to accountability and good governance. They also align with both the community development proposals in my manifesto and the transition committee report of 2023,” the governor said.
He commended the Abia State House of Assembly for its steadfast partnership, noting that the legislative arm has provided unwavering support that made these accomplishments possible without incurring excessive costs.
“The volume of legislations we have enacted will ensure the sustenance of the gains achieved over the last two years. Whether it is infrastructure, governance protocols, or grassroots development, our approach is changing Abia’s landscape for good,” Governor Otti added.
Speaker of the Abia House of Assembly, Rt. Hon. Emmanuel Emeruwa, who presented the bills to the Governor, described them as “abstract but impactful”, highlighting that several were amendments to existing laws. He noted that the effects of these bills would soon be visible in the daily lives of Abians.
Also delivering goodwill messages were the Deputy Speaker, Rt. Hon. Austin Okezie Meregini, Majority Leader, Hon. Uchenna Kalu Okoro, and Hon. Godwin Adiele, Member representing Ukwa West. They all praised Governor Otti for his visionary and pragmatic leadership, assuring him of the House’s continued support in advancing the state’s development agenda.
Attorney-General and Commissioner for Justice, Barr. Ikechukwu Uwanna, while reviewing the signed bills, stated that Governor Otti’s administration has been characterized by policy-driven and transparent governance, and the legislative framework is deeply rooted in the Governor’s manifesto.
Among the notable laws signed were:
- Abia State Senior Citizens Law, 2025
- Abia State Road Maintenance Agency (Repeal) Law, 2025
- Abia State Estate Development Agency (Repeal) Law, 2025
- Abia State Orientation Agency (Amendment) Law, 2025
The historic bill-signing event was witnessed by top government functionaries, including members of the expanded Executive Council and the Abia State House of Assembly.
This legislative milestone marks a renewed commitment to institutional reforms, inclusive governance, and a forward-looking agenda aimed at building a “New Abia” under Governor Otti’s leadership.
