Gov. Otti Approves Digital Skills Training for Abia Officials in China

In a major push toward tech-driven governance, Abia State Governor, Dr. Alex Otti, has approved an all-expense-paid specialized digital training program in China for four key government officials. The move underscores his administration’s ongoing commitment to building a modern, efficient, and innovation-focused civil service.
The training, which runs from July 17 to August 6, 2025, will take place across three Chinese provinces—Hubei, Jiangsu, and Henan—and will focus on Cloud Data Centre Design, Artificial Intelligence (AI), 5G Integration in Data Networks, Smart City Infrastructure, and strategic digital transformation for governance.
Facilitated by FiberHome Technology Group, in collaboration with the Chinese Consul General’s Office in Lagos, the program is tailored to equip top Abia officials with cutting-edge knowledge needed to drive tech reforms back home.
The selected delegates include:
- Ms. Chibuzor Chijioke, Special Assistant to the Governor on Science and Technology
- Mrs. Justina Eboh, Permanent Secretary, Ministry of Science and Technology
- Mrs. Nnedinma Nwadinobi, Ministry of Arts and Culture
- Mr. Ogwo Chimaoge, Bureau of Training
This comes on the heels of a series of digital reforms by the Otti-led government. In 2024, 500 Abia civil servants received training in the UK through a government-backed programme. More recently, 19 outstanding graduates of the TechRise ICT initiative were absorbed into the state’s civil service—an unprecedented step that signaled the Governor’s intent to future-proof Abia’s workforce.
By investing in advanced training abroad, Governor Otti is positioning Abia State as a hub for digital innovation, smart governance, and globally competitive public administration.
