Abia State to Begin Construction of a 10,000-barrel-per-day Modular Refinery in May, 2025.
The Abia State Government has unveiled key developments following this week’s State Executive Council briefing, marking a significant leap toward industrialization, economic development, and agricultural transformation under the leadership of Governor Alex Otti.
A major highlight is the scheduled commencement of construction for a 10,000-barrel-per-day modular refinery at the Abia Industrial Innovation Park (AIIP) in Ukwa West by May 2025. The refinery project, to be executed by Hydrocarbon Solutions International (HSI), is set to catalyze job creation, attract industrial investments, and boost the State’s revenue generation. Preparatory activities, including bush clearing and compensation for affected landowners, are already underway.
In line with the government’s push for food security and rural development, the Ministry of Agriculture will flag off its wet season rice farming program next week. This initiative, under the In-Growers scheme, targets over 8,500 hectares across key rice-producing communities in Abia North. So far, more than 400 verified farmers in Ndi-Okereke and Abam are cultivating over 500 hectares, while 150 hectares are already under cultivation in Owerenta.
To ensure proper utilization of the State’s agricultural assets, the deadline for submitting Expressions of Interest (EOI) for managing recovered State-owned plantations has been extended to May 15, 2025. This extension is intended to ensure transparency and attract reputable investors through a competitive process.
Addressing long-standing concerns over mismanagement and politicization of agricultural support, the Ministry of Agriculture has also launched a comprehensive, data-driven farmer enumeration initiative. The process involves verifying and geo-mapping farmers to ensure that only genuine and eligible participants benefit from government programs, thereby reducing fraud and increasing accountability.
These initiatives are clear indicators of Governor Otti’s commitment to fostering sustainable economic growth, enhancing agricultural productivity, and promoting transparent governance in Abia State.
